Income Tax is paid properly only by Employees to Government of India is declared by many times in Parliament by Finance Minister. 
  Individual business man and women are not paying exact taxes on their exact income. so in India their must be a G.O.to compel all business micro,macro ,small,big business etc must have TRADE License.. this includes Tea coffee shops also.

educated auditors must come forward to write genuine accounts only.this includes Film production Industry). 

Trade License must be made mandatory for doing any  business even to Road side shops. 

A small amount must be collected to issue the license through their Bank account,this includes Road side mobile shops(temporary License).

 Trade License must not to be issued to even mobile shops(moving Shops) which are creating Traffic Disturbance at any point of time. 

Government of India and Government in states can make payments /loans on or as their policy to these business ventures as a social welfare is a must. This includes Crackers manufacturing small scale industries also. because this business involves life Danger. so All trade license must be a package with Insurance for their safety and security of their family in future is a need.

Working force for paying income Tax for their payments received when exceeds 5 Lakhs Income Tax Saving Bonds must be made available in Banks also as a secured one for their returns in future safely is a must. This must be linked with H R departments of Employing companies /firm/Government offices and direct control on this by PF office is a request.(In India only in PF Office You can not Find Bribe on any reason at any counter is the truth till date).
